The steps were under construction in 1839, as recorded by Lady Mary Cole, mother of C R M Talbot.

Two wide flights of steps on the broadwalk. Eleven plain steps to lower flight and 24 to upper flight, separated by a landing. Low boundary walls with wide flat stone copings, which end with short square rock-faced piers.
