Situated on the main commercial street which runs from south-east to north-west across Abergavenny.
History
The present structure was built as a pair of shops, Nos. 21 and 22, with house premises over and dating probably from c1905. They have had little alteration since. These premises are, however, said to be early C18, possibly 1714, and refronted in the Edwardian period, and old photographs show that the building is of more than one date. A photograph, which can be dated before 1892, shows a flush two storey brick front with three windows and a central doorway, but already with the two still existing gables with their finials. The building is indistinctly seen and is undatable from the picture other than as probably Georgian, with the gables added presumably in the 1880s. The oriels, shopfronts and possibly the more elaborate timbering were added in c1905 and the brickwork does appear to have been refaced at the same time.
Exterior
No. 21 has unpainted brickwork and retains its original windows, but the shopfront has been altered.

Interior not seen at resurvey except that the ground floor has few visible historic features.
Reason for designation
Included for its special interest as a well preserved early C18 and later pair of buildings with definite character, which has strong group value with other historic buildings in the centre of Abergavenny.
Group Description
Nos. 21 and 22 Frogmore Street
Built of red brick with some roughcast render and applied timber framing, natural slate roof with red brick stack. Gable end to street plan on a narrow medieval burgage type plot, late C17 timber framed town-house style. Three storeys, a wide bay to each premises with a bay between which is part of No. 21, possibly part of No. 22 at the rear. Ground floor shopfronts with central entrance, that of No. 22 possibly less altered than that of No. 21. Narrow centre bay with through passageway. The first floor has red brick to No. 21 and it is painted to No. 22, each has a canted oriel window with paired 1 over 1 pane sashes to the front and narrow similar to flanks. These windows have pedimented heads but the pediments are incorporated in the gables above. Central window over the passageway, 1 over 1 pane sash in elliptical head. The second floor has a large timber framed gable to either premises, roughcast between the timber. These gables are carried on console brackets carved with lion's heads. Two windows to each gable, fancy Edwardian sashes with multi-pane over 2 to No. 21 and plain 1 over 1 pane replacements to No. 22. Tile hanging in the apex of the gable, plain bargeboards and spike finial. The centre bay has a cornice between floors and a triple window with small 6 over 1 pane sashes. Plain roof with central ridge stack.
